Elaine Fowler was born July 22, 1940, in Cincinnati, Ohio. She was born to Bertram E. Carter and Isabelle (nee Grevious) Ousley. She departed this life peacefully on September 14, 2022.
Elaine grew up in Cumminsville and attended Garfield Elementary School. At the age of 16 she graduated from Hughes High School. She loved learning in nearly all her classes, and she excelled at Reading and Language Arts. She was in the Future Teachers of America group and played on the school field hockey team. Her love of learning shaped vision to become a teacher. After a short career as a Licensed Practical Nurse, she returned to her first dream of teaching. She graduated from the University of Cincinnati College of Education and began teaching in the Cincinnati Public Schools. Her first assignment was at Winton Terrace Elementary School. She once said, “I lived to be the best teacher ever!” and she poured her heart and soul into this mission. She went on to earn her Master's in Education from Xavier University and became a Reading Specialist. She helped other teachers hone their teaching skills by instructing them in curriculum development and classroom management at the Mayerson Center. She was once nominated for Ohio Teacher of the Year.
On the day Elaine graduated from high school she met Winston Fowler. They were married on January 22, 1960. The Fowlers celebrated 58 years of marriage and were blessed with 2 daughters, Sharon and Carol Ann.
Elaine, known to some as “Lainie”, to others as “Joy”, accepted Christ as her Lord and Savior as a young girl. She studied the Word of God, and her faith was the cornerstone of her life. She served in her church home as a tutor, a Sunday school teacher, an usher and founded a Christian book club. She walked through the streets of Millvale passing out books to little children. Later in life she joined the Corinthian Baptist Church family. She especially enjoyed the teaching and the sense of love and community.
Throughout her life Elaine had a flare for fashion. She was always seen beautifully dressed and very well accessorized. She endeavored to create a peaceful loving home where she planted flowers and grew a few vegetables. She and Winston frequently took on home improvement projects. She took part in various creative activities. She enjoyed relaxing in her backyard or hosting family cookouts. She read and journaled often.
Elaine adored Winston. They loved attending jazz concerts and listening to jazz. One artist she especially appreciated was Miles Davis. They enjoyed attending holiday parties and other social events throughout the year. Christmas was her favorite holiday and enjoyed gathering with her family and friends. She loved raising her children and delighted in her grandchildren.
Elaine was a great wife, wise mother, passionate teacher, loyal friend and a true follower of Christ.
Elaine was preceded in death by her parents, Bertram Carter and Isabelle Ousley; her husband, Winston Fowler; her brother and sister Raymond Carter and Janice Ousley-Hoy.
Her loving spirit will be forever cherished by her daughters, Sharon Fowler MD (Richard Harrison, Jr.) and Carol Ann Fowler; her grandchildren, Dwayne W. (Autumn) Fowler, DeCarlo J. Fowler, Deborah E. Harrison, David I. Harrison; great grandson, Xavier W. Fowler; her brother, James Ousley, Jr. and her sisters, Nina Ousley and Crystal (William) Hinton.
Elaine will be dearly missed by a host of other relatives, friends and acquaintances.
