Obituary

Today, we gather to celebrate the remarkable, kind, and loving life of Charlotte Marie (Finnell) Penebaker.

Born and raised in Cincinnati, Ohio, Charlotte lived a life full of love, warmth, and dedication. She spent seven years working at Revlon Consumer Products LLC before building a decades-long career at Cincinnati Bell, where her infectious kindness and unwavering work ethic made her beloved by colleagues and friends alike.

In her free time, Charlotte enjoyed life's many joys—listening to music, attending concerts, watching movies, and cheering for her favorite sports teams. She was a loyal fan of the Cincinnati Bengals and an avid admirer of Kobe Bryant and the Los Angeles Lakers. Above all, Charlotte found her greatest happiness in the company of her family, particularly her grandchildren and great-grandchildren, who were the light of her life.

Charlotte was the devoted mother of Kimberly Finnell and a cherished grandmother to Kimberly's children, Bryan (Trish) Benford, Pierre (Diana) Benford, and Corey Benford. She was also a loving Godmother to Sheena Voner and William Voner, whom Kimberly lovingly adopted. Additionally, Charlotte embraced her role as a stepmother to Dominique Kinney, who has five children, and Shelia Stegall, who has two children and five grandchildren. Her love for her family knew no bounds, and her nurturing spirit touched the lives of everyone she held dear.

Charlotte was preceded in death by her father, Albert Finnell; mother, Emma Dean Finnell; husband, Therodore Penebaker; and siblings William Albert Finnell Sr., Alma Ford, Ananiah Israel, Gary Hankerson, Phyllis Kellogg, and Stanley Hankerson.

Her legacy lives on through her surviving siblings: Adrienne Sherman, Janet (Freddie) Germany, Tammy (Anthony) Burke, and Dolly Finnell (sister-in-law); brothers Kevin (Darmecia) Hankerson, Albert (Teresa) Finnell Jr., Phillip Myers, Darius Myers and Tyrone Myers. She also leaves behind a host of adoring nieces, nephews, and countless friends who will forever cherish the memories of her loving heart and vibrant spirit.

Charlotte's life was a testament to love, resilience, and selflessness. Her warmth and kindness will remain a beacon of light for all who knew her. Though she may be gone, her legacy of love and joy will live on in our hearts forever.
